An agreement with the Unified Government called for Kansas Entertainment LLC to start work on the 248-room hotel this month or start paying penalties estimated at $1.25 million a year. The operator of Hollywood Casino at Kansas Speedway is folding plans to start work on a new hotel next to the casino this month, and they’ll have to ante up an estimated $1.25 million a year until they decide go forward with the project.
