Rep. Bill Pascrell said Monday his office will hold a lottery for 9th District constituents to distribute tickets for an outdoor simulcast in Washington of Pope Francis’ speech to a joint session of Congress on the morning of Sept. 24. The free tickets will admit holders to a standing-room area on the West Lawn of the Capitol where there will be large television monitors carrying the speech the pope will give inside the House chamber.
