Between community mitigation payments, payments in lieu of taxes to Everett and transportation improvements, Wynn Resorts plans to expend about $850 million for the area around its planned casino over the term of its 15-year license. A decision expected by Aug. 28 from the Office of Energy and Environmental Affairs could result in a Massachusetts Environmental Protection Act permit, allowing the gambling company to undergo a variety of other permitting processes.
